The Office of the Under Secretary of Defense (Personnel and Readiness) Research Regulatory
Oversight Office has reviewed the material submitted for the above referenced study.
Department of Defense Instruction 3216.02 describes the following as an activity that is not
research involving human subjects: "Activities, including program evaluation, customer
satisfaction surveys, user surveys, outcome reviews, and other methods, designed solely to assess
the performance of DoD programs where the results of the evaluation are only for the use of
Government officials responsible for the operation or oversight of the program being evaluated
and are not intended for generalized use beyond such program."
Your activity fits this description and, therefore, is not research involving human subjects.
Please submit any modification to the study to me prior to implementation as this may affect the
human subject status of the activity.
Please keep a copy of this letter in your records and include a copy in the package provided to
your Information Management Control Officer for submission to the DoD Clearance Officer.
