The Federal pipeline safety regulations at 49 CFR §§192.612 and 195.413 require operators to conduct appropriate underwater inspections in the Gulf of Mexico. If the operator finds pipeline exposed on the seabed floor or a hazard to navigation, the operator must contact the National Response Center by telephone within 24 hours of discovery and report the location of the exposed pipeline. Operators must also notify PHMSA of each abandoned offshore pipeline facility or each abandoned onshore pipeline facility that crosses over, under or through a commercially navigable waterway.
In an effort to streamline collections, PHMSA is revising this collection to account for the burden associated with the collection of abandoned underwater pipeline reports currently covered under OMB Control No. 2137-0601. Both collections target owners and operators of underwater pipelines. Due to the similarities in scope and the minimal overall burden imposed by both collections, PHMSA believes this adjustment to be both efficient and appropriate. Upon approval of this consolidated package, PHMSA plans to request the discontinuance of the collection under 2317-0601.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
