collection request ICR. The agency shall examine public comment in
response to the NPRM and will describe in the supporting statement
of its next collection any public comments received regarding the
collection as well as why (or why it did not) incorporate the
commenter’s recommendation. The next submission to OMB must include
the draft final rule.

Federally insured credit unions are
required by statute and by 12 CFR Part 760 to make disclosures and
keep records. Borrowers use the information to make valid purchase
decisions. The NCUA uses the records to verify compliance.

The program requirements have
not changed, except for the addition of the escrow notice as
required by the Biggert-Waters Act. Due to this addition, the
burden increased by an estimated 8,240 hours. Also, based on the
most recent calculations, the number of credit unions has
increased. In addition, NCUA has aligned its burden hour estimates
with those of the Agencies based on the NCUA's and the Agencies'
experience with the collections of information under their
respective flood insurance regulations. Therefore, NCUA has revised
the total estimated burden hours for each recordkeeping and
disclosure requirement and the new escrow notice. The increase in
the burden hours is due to the new escrow notice and an increase in
the number of credit unions.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
