Federal Register Notice – Improving Quality of Care in Medicaid and CHIP through Increased Access to Preventive Services State Survey



CMS received one comment on the April 11, 2014, notice on the proposed collection – Improving Quality of Care in Medicaid and CHIP through Increased Access to Preventive Services State Survey. The comment was from Planned Parenthood Federation of America.


Comments on Proposed Preventive Services State Survey

The Planned Parenthood Federation of America requested that the survey tool include additional information about whether any particular contraceptive method is excluded from Medicaid coverage and if state or managed care plans require prior authorization, step therapy, or any other utilization control for any specific contraceptive method or brand of contraception.


CMS Response

CMS added three questions to page 17 of the survey tool in response to this comment. The questions that were added are:


4. Does your state cover all FDA approved contraception methods? If not, please identify which methods are not covered.


5. Has your state experienced problems with ensuring access to all FDA approved methods for Medicaid clients who are part of health plans, such as use of a plan’s use of prior authorization, step therapy or other utilization management processes?


6. Do your state Medicaid program’s contracts with managed care plans explicitly require plans to limit the use of utilization control processes for contraceptive methods?


Justification

These questions directly address all of the suggestions made in Planned Parenthood’s comments.


Change in Burden

There were no comments on the burden for the survey. We did not revise the burden as we do not think that the addition of the three questions above will impact the burden.
