TITLE OF INFORMATION COLLECTION: Treasury Retail Savings Primary Quantitative
Research on Savings Needs of Americans
PURPOSE: The purpose of this project is to understand the real-life events, contexts and
decision points that prevent Americans from greater success with savings in terms of the physical
and emotional characteristics embedded in those moments, the barriers associated with that
moment and the product attributes and benefits that would propel respondents toward their
aspirations.
DESCRIPTION OF RESPONDENTS: This research will be conducted with a broad crosssection of potential savers to explore the range of savings needs and the pain points associated
with them. It will “size” the points of pain by determining the incidence with which they occur
across population groups and determine where gaps exist and savings needs are not currently
being met by existing Treasury or commercial products. It will also measure interest in general
product articulations. Respondents at various life stages will be included as well as various
levels of familiarity with banking products ranging from un/underbanked to fully banked and
ranging from low to moderate income to higher levels of income.

The protocol is designed to screen from an existing cross-section sample (online panel) of
online-active individuals generally representative of U.S. adults with online access. Sampling,
data collection monitoring and analysis will compare participant mix to known population
numbers based on gender, age, Hispanic ethnicity, race, education, and income.

Instructions for completing Request for Approval under the “Generic
Clearance for the Collection of Routine Customer Feedback”
TITLE OF INFORMATION COLLECTION: Provide the name of the collection that is the
subject of the request. (e.g. Comment card for soliciting feedback on xxxx)
PURPOSE: Provide a brief description of the purpose of this collection and how it will be used.
If this is part of a larger study or effort, please include this in your explanation.
DESCRIPTION OF RESPONDENTS: Provide a brief description of the targeted group or
groups for this collection of information. These groups must have experience with the program.
TYPE OF COLLECTION: Check one box. If you are requesting approval of other
instruments under the generic, you must complete a form for each instrument.
CERTIFICATION: Please read the certification carefully. If you incorrectly certify, the
collection will be returned as improperly submitted or it will be disapproved.
Personally Identifiable Information: Provide answers to the questions. Note: Agencies
should only collect PII to the extent necessary, and they should only retain PII for the period of
time that is necessary to achieve a specific objective.
