10 CFR Part 61 establishes the
procedures, criteria, and license terms and conditions for the land
disposal of low-level radioactive waste. The reporting and
recordkeeping requirements are mandatory and, in the case of
application submittals, are required to obtain a benefit. The
information collected in the applications, reports, and records is
evaluated by the NRC to ensure that the licensee's or applicant's
disposal facility, equipment, organization, training, experience,
procedures, and plans provide an adequate level of protection of
public health and safety, common defense and security, and the
environment.
The burden for this information
collection has decreased by 40 hours, from 5,412 hours to 5,372
hours. This decrease is due to a correction in the way the burden
for requirements 61.30(a)(3) and 61.31(c)(3) is accounted for.
61.30(a)(3) requires that records be transferred to the site owner
at the transfer of the license. 61.31(c)(3) requires that records
be transferred to the party responsible for institutional control
of the disposal site at license termination. Previously, these
requirements were counted as annual recordkeeping burden (40
hours). In this renewal, the requirements are correctly identified
as third-party disclosures that only occur at license transfer or
termination. Because no license transfers or terminations are
anticipated during the three-year clearance period, there is no
burden for these requirements (0 hours).
