Examination of Cash Nutrition Assistance Program Benefits in Puerto Rico: Response to NASS Comments





This memorandum provides Insight’s response to the two NASS comments on the OMB package prepared for the FNS study, “Examination of Cash Nutrition Assistance Program Benefits in Puerto Rico.”



  1. Part A, page 8.  Change Statistics Division to Methodology Division.  NASS recently reorganized.


Response: We made this change as requested.


  1. Part B, page 2.  Does the design take into consideration the five study areas or are inferences needed for the five study areas?  I assume the study areas are geographical related and that the county sort provides a good representation of the five regions. However, if inferences are needed by study area and they vary greatly in the number of NAP participants a small area may not have sufficient sample size.


Response: NASS is correct in noting that the study areas are geographical related and that the county sort will provide a representation across the five study areas. Additionally, the design does not require inferences for the five study areas and no oversampling will be done within study area. We do plan to stratify by urban and rural location, which is determined by county.


We also revised the relevant portion of text in Part B.1.1 to remove reference to the five study areas.


  1. Target Population

The target population for the telephone survey includes all NAP participants currently receiving NAP benefits (as of June 2014) across five study regions of in Puerto Rico.
