In accordance with title 5, Code of Federal Regulations (CFR), Part 1320.13, "Emergency Processing," the Department of Defense requests emergency processing and approval of a public information collection requirement. The purpose of this emergency submission is to obtain data from companies on the total taxes assessed to them by Afghanistan and to reduce the Department's assistance to Afghanistan from funds appropriated for such assistance for fiscal year 2014.
This emergency submission is necessary because the report to Congress is overdue and reduction of assistance is to come from fiscal year 2014 funds. If the data collection is not approved under an emergency process, it will impede the Departmentâs ability to meet the requirements in section 1216 of NDAA 2014.
On behalf of this Federal agency, I certify that the collection of information encompassed by this request complies with 5 CFR 1320.9 and the related provisions of 5 CFR 1320.8(b)(3).
The following is a summary of the topics, regarding the proposed collection of information, that the certification covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control number;
If you are unable to certify compliance with any of these provisions, identify the item by leaving the box unchecked and explain the reason in the Supporting Statement.
