B. Collection of Information Employing Statistical Methods


1. Universe and Respondent Selection Methods to be Used


Physical Health Indicators: The universe of respondents for the proposed client-level data collection instrument, the Physical Health Indicator module, is every client receiving PBHCI services (approximately 14,000 per year).


Quarterly Reports: The universe of respondents for the proposed program-level data collection instrument, the Quarterly Report template, is every PBHCI grantee site (n = 70).


No sampling of grantees or clients is proposed.


2. Procedures for the Collection of Information


Physical Health Indicators: Physical health data will be extracted from grantees’ clinical registries and/or electronic medical records and entered into the TRAC system at the time each consumer completes his/her TRAC-required bi-annual client interview; entering all TRAC data simultaneously will minimize grantees’ data management burden.


Quarterly Reports: The Project Director will assemble the necessary information and submit it electronically in a Word document to their GPO.



3. Methods to Maximize Response Rates


Each PBHCI grantee will have established its own procedures to collect baseline, periodic reassessment, and discharge data as part of the original protocol. For newly admitted consumers, baseline data collection would typically occur at the time of intake to the services program. All other data collection would occur as part of the normal course of service delivery. As noted earlier, the timing of the periodic reassessment was chosen to coincide with normal clinical practice and with existing TRAC data reporting requirements.


4. Tests of Procedures


Physical Health Indicators: This information is currently being collected by approximately 100 PBHCI grantees. To date, physical health data from over 25,000 respondents have been submitted to SAMHSA.


Quarterly Reports: Quarterly Report data is currently being submitted by approximately 100 grantees. No significant problems or difficulties have been reported by grantees.
