In order to conform to the 2014 Market Rules and provide health insurance issuers with uniform data collection tools, the next RBIS data collection will utilize selected 2014 QHP templates.
As a reminder to issuers, all issuers in all States must submit to RBIS if they offer Individual or Small Group plans. Additionally, all Individual and Small Group health insurance plans must be submitted to the RBIS collection.
Templates for the 2014 collection
From
the set of QHP templates collected for the 2014 plan year RBIS will
collect the Plan and Benefits, Rate Tables, Business Rules, and
Service Area templates. These are available for download here:

Requirements for Plan Finder.
The templates that are available for download now may be used in the upcoming RBIS submission. Additionally, since we will be collecting 2014 plans in the next collection (dates below), if an issuer has a set of previously submitted 2014 templates used last year for their QHP submission, these can be submitted again to the RBIS collection.
Collection Dates
The upcoming RBIS collection will split up the Individual and Small Group submissions:
Individual/Family Window Opens: June 23, 2014
Individual/Family Window Closes: July 11, 2014
Small Group Window Opens: July 21, 2014
Small Group Window Closes: August 8, 2014
The split schedule is designed to alleviate burden on issuers given limited staff resources and the new requirement to submit Small Group information at the plan level in RBIS. This split schedule, which should only occur for these submissions before returning to a combined window, will require separate attestations for Individual and Small Group.
Additionally, each submission must only consist of the appropriate market type for the submission cycle. For example, when submitting Individual templates, an issuer may not also include Small Group plans. If this occurs the system will reject the templates.
Training Dates
CCIIO will provide two trainings on the new submission process:
Monday, May 28, at 10 AM
Friday, June 6, at 2 PM
These trainings will be identical, and issuers are encouraged to attend either or both.
