Authorized under the Resources and
Ecosystems Sustainability, Tourist Opportunities, and Revived
Economies of the Gulf Coast States Act (RESTORE), the Department of
the Treasury is proposing several provisions of the Act, more
specifically the Direct Component and the Centers of Excellence
Research Grants Program. These programs require Treasury to make
grants from the Gulf Coast Restoration Trust Fund to five States
and certain counties and parishes impacted by the Deepwater Horizon
Oil Spill. The information will be used to identify eligible
recipients; determine the appropriate amount of funding; ensure
compliance with applicable laws; track grantee progress, and report
on the effectiveness of the program.
The U.S. Department of
the Treasury’s Office of the Fiscal Assistant Secretary submits to
the Office of Management and Budget (OMB) for emergency clearance
and review, the RESTORE Act Direct Component and Centers of
Excellence Research Grants Program applications, in accordance with
5 C.F.R. 1320.13. An expedited clearance by OMB of the
aforementioned application materials is essential to the mission of
the RESTORE Act Direct Component and Centers of Excellence Research
Grants Programs, the Office of the Fiscal Assistant Secretary, and
the U.S. Department of the Treasury. The RESTORE Act Direct
Component and Centers of Excellence Research Grants Programs cannot
reasonably comply with the normal clearance procedures because the
normal clearance procedures are likely to prevent or disrupt
submission of funding applications by state, counties and parishes
harmed by the Deepwater Horizon oil spill and extend the public
harm from the spill. The U.S. Department of the Treasury consulted
with interested agencies and members of the public through the
public review and comment process associated with a RESTORE Act
proposed rule on which the application materials are based. The
RESTORE Act Direct Component and Centers of Excellence Research
Grants Programs request that OMB complete its emergency review no
later than August 8, 2014.
The number of responses have
increased from the time of the notice of proposed rulemaking (NPRM)
due to the determination of the types of reporting required by
recipients. The increase of 193 responses is attributed to program
changes.
