B. COLLECTIONS OF INFORMATION EMPLOYING STATISTICAL METHODS
1. Description of the Activity
The potential respondent universe is all firms who have submitted offers in response to specific RFPs greater than $1M in value. It is anticipated that that number will be approximately 800 over a 12 month period.
2. Procedures for the Collection of Information
Describe any of the following if they are used in the collection of information:
Statistical methodologies for stratification and sample selection;
No stratification will be performed. The survey will be provided to all firms submitting offers in response to specific RFPs greater than $1M in value. Only basic descriptive statistics will be performed on the aggregated data.
Estimation procedures;
Not applicable.
Degree of accuracy needed for the Purpose discussed in the justification;
Not applicable.
Unusual problems requiring specialized sampling procedures; and
Not applicable.
e. Use of periodic or cyclical data collections to reduce respondent burden.

3. Maximization of Response Rates, Non-response, and Reliability
A high response rate is anticipated given the level of interest in the initiative. Personalized emails will be sent directly from DoD/WHS/AD to the selected offerors with a vested interest in the outcome of their proposals and bids.
4. Tests of Procedures
The survey items were provided to DoD as part of the OMB initiative.
5. Statistical Consultation and Information Analysis
