Justification for why both CFR Citation and Instrument are not applicable

This ICR derives its mandate from an Act of Congress (Public Law 107-188), not an agency rulemaking, thus there is no applicable CFR citation. Though Congress outlined requirements for the Vulnerability Assessments and Certification of VA’s and Emergency Response Plans covered by this ICR, there is standard instrument associated with these documents. Accordingly, neither can be provided to OMB with this ICR package.
