ATRA reduced the funding for the CO-OP Program to 10 percent of the originally obligated funds under Section 1322(g) of the Affordable Care Act and prohibited new loan awards to establish new CO-OPs. The funding under ATRA allows for additional loan awards to be made to existing CO-OPs. The total burden increased from 36,111 hours annually to 89,272 hours annually, due to the increase in the number of respondents associated with Start-up/Solvency Loan Applications. While only a 24 of the 147 applications were awarded funding, the burden related to start-up/solvency applications covers all 147 applicants in the event that additional funding is awarded.
