Request for Additional Burden Hours: This is to request 1000 additional burden hours under OMB Control Number 0925-0474 for coverage of mission critical stakeholder surveys being conducted at the Center for Scientific Review (CSR) at NIH this year.


Circumstances Requiring Request for Additional Burden Hours: The Center for Scientific Review (CSR) is the portal of the NIH peer-review system. Its mission is to ensure that NIH grant applications receive a fair, independent, expert and timely scientific review. CSR currently has 1,438 Burden Hours available before our OMB Clearance expires on October 31, 2014. A mission critical survey of new investigators is in progress. Using an estimated response time of 30 minutes per online survey and 90 minutes for each in-person extended survey, the estimated annual hour burden is 1,536 hours with a total of 2,924 respondents. These estimates are based on the assumption of 100% participation.


Estimates of Hour Burden Including Annualized Hourly Costs

We anticipate the recruitment of a census of all New Investigators from under-represented minority groups who submitted applications in the past year and a matched non-minority comparison group. This results in 2,850 participants who will be invited to complete an online survey. An additional 74 participants will be recruited for an extended survey conducted in the form of focus groups. Using an estimated response time of 30 minutes per online survey and 90 minutes for each in-person extended survey, the annual burden for applicants is 1,536 hours.
