The FCC requires this information when licensees and regulatees request exemption from payment of regulatory fees due to their "non-profit" status. The Commission requires licensees and regulatees to file a "one-time" documentation sufficient to establish their non-profit status. This documentation may take the form of an IRS Determination Letter, a state charter indicating non-profit status, proof of church affiliation indicating tax exempt status, etc. The FCC requires the licensee or regulatee to maintain this information for two years from the time the fee payment was made. This will allow adequate time for the FCC to conduct any audits deemed necessary to determine whether fee payments were made correctly.

The estimated number of respondents is now estimated to be 19,169, an increase of 13,869 from the 5,300 respondents reported in the previous submission. This increase is mainly due to more entities (respondents) having claimed non-profit status pursuant to IRS code and state authority in the past three years. Also, the estimated number of annual of responses is estimated to be 19,269, an increase of 13,969 from the 5,300 responses from the last submission. The burden hours for each non-profit entity remain the same; however, the aggregate burden hours for all respondents have increased due to estimated increase in non-profit entities, by 6,720 hours from 2,915 hours to 9,635 hours.
