Commitment Completion Letter Requirement

Each applicant for a license renewal must submit final safety analysis report supplements. These supplements describe certain future inspection activities that will be completed before entering the unit’s period of extended operation. NRC issues the unit’s renewed license based on completion of these commitments.

As part of the license renewal process, NRC inspects the licensee to verify complete implementation of these activities. To commence this inspection process, each renewed operating license will contain a one-time reporting requirement for the licensee to notify NRC in writing when it completes the commitments. The only licensees that are subject to this requirement are those that (a) have renewed their licenses prior to the clearance period or may receive a renewed license during the clearance period, and (b) will complete implementation of the inspection activities and notify NRC accordingly.

The document containing the requirement to submit a commitment completion letter will be the actual license for each plant that has been granted a renewed license. Therefore, each plant’s renewed license will act as the information collection instrument for this requirement. (There is not a single document issuing this requirement to multiple licensees). Each renewed license will impose the requirement through the inclusion of a statement similar to the following:

The Updated Safety Analysis Report supplement, as revised, describes certain future activities to be completed prior to the period of extended operation. (Licensee name) shall complete these activities no later than (date), and shall notify the NRC in writing when implementation of these activities is complete and can be verified by NRC inspection.
