Addendum to the Supporting Statement for The PROMISE Evaluation

OMB previously cleared data collection instruments for the PROMISE evaluation so the evaluator could collect PROMISE staff interview data and participant and parent focus group data to inform the process analysis. At the time of our initial request, we also indicated that we would seek clearance for additional data collection instruments in the future, including an 18-month survey instrument. Section A2 of the Supporting Statement describes the purpose for the collection of data via the 18-month survey instrument, as well as our method for collecting the data. Section B2 of the Supporting Statement explains our statistical methodology for the 18‑month survey instrument. In addition, Section A12 shows the public burden for this survey.

We also made slight revisions to our timeline for the PROMISE evaluation, as the evaluator and the PROMISE projects had minor setbacks causing delays in implementing the projects within the evaluation sites. Therefore, we changed our timeline for enrollment, focus group evaluations, and personal interviews to accommodate the delayed implementation. We show these changes within Table A.5, in Section A16.
