The purpose of this standard and its
information collection requirements is to provide protection for
workers from the adverse health effects associated with
occupational exposure to inorganic arsenic.

The estimated adjustment
increase of 11,829 burden hours (from 637 to 12,466 hours) is
related primarily to the Agency’s identification and inclusion in
this ICR of 563 covered coal-fired electric power plant
establishments (including cogenerators) and workers at these
establishments. Upon careful review during the development of the
ICR, the Agency identified erroneous references in the previous
Supporting Statement to the use of vapor badge technology for
exposure monitoring and revised the ICR to reference the required
personal breathing zone (PBZ) sampling exposure monitoring
technology for inorganic arsenic. The estimated lost work time for
each exposure assessment (.5 hours) during the collection of PBZ
samples is greater than the previous estimated time for employers
to use a vapor badge to collect the samples. The total cost burden
increased from $54,197 to $1,350,395, due to the added coal-fired
power plant establishments, the new costs for personal breathing
zone samples and an increased exposure monitoring sample estimate,
and also due to the increase in the costs of medical examinations
including chest x-rays from $210 to $221. As noted above, the
Agency revised the ICR to remove references to vapor badges and to
include references to personal breathing zone (PBZ) sampling
exposure monitoring technology, to be collected by a contract
industrial hygienist and analyzed by a contract laboratory. Upon
further consideration, the requirements that employers provide
training to workers under 1910.1018(o)(1)(i) and (ii) are not
considered to be a collection of information, although these
provisions remain in effect. OSHA is not taking burden for this
activity under Item 12 of this Supporting Statement.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
