The purpose of the cotton dust
standard and its information collection requirements is to provide
protection for employees from the adverse health effects associated
with occupational exposure to cotton dust. Employers must monitor
employee exposure, reduce employee exposure to within permissible
exposure limits, provide employees with medical examinations and
training, and establish and maintain employee exposure monitoring
and medical records.

OSHA is requesting an increase
in its current burden hours from 20,558 to 21,549, a total increase
of 991 hours. The increase was due to an increase in the number of
establishments from 10,439 to 11,786. In addition, there was a
$432,158 increase in the overall cost of medical exams (from
$2,369,850 to $2,802,008), as a result of an increase in the number
of medical exams.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
