On October 2, 2012, the Commission released the Notice of Proposed Rulemaking (NPRM), Expanding the Economic and Innovative Opportunities of Spectrum Through Incentive Auctions, Docket No. 12-268, FCC 12-118 ("IA NPRM"). The IA NPRM contains rules and policies for the incentive auction mandated by Congress in the Middle Class Tax Relief and Job Creation Act of 2012, Pub. L. No. 112-96, 125 Stat. 156 (2012). Following the completion of the incentive auction process, all channel sharing Class A television stations will need to file FCC Form 302-CA (renamed FCC Form 2100, Schedule F) for a new license for their shared channel facility. This new requirement is provided in 47 C.F.R. § 73.3700. The Commission submitted this collection to the Office of Management and Budget (OMB) at the NPRM stage as described above. On January 7, 2013, OMB issued a notice of action stating comment filed on proposed rule and continue. With this submission, the Commission is seeking OMB final approval for the information collection requirements that were proposed in FCC 12-118 and adopted as proposed in FCC 14-50. Also, the Commission received OMB approval for a name change for FCC 302-CA on December 29, 2014. It is formerly now named FCC Form 2100, Application for Media Bureau Audio and Video Service Authorization, Schedule F.
