This information collection contains policies and application and reporting procedures for states and local entities to enable them to access funds for National Emergency Grant (NEG) programs. NEGs are discretionary grants intended to complement the resources and service capacity at the state and local area levels by providing supplemental funding for workforce development and employment services and other adjustment assistance for dislocated workers and other eligible individuals as defined in sections 101, 134 and 173 of WIA and in the Trade Act as amended by the Trade and Globalization Assistance Act of 2009. The current submission conforms with WIOA modifications.

Changing Forms
The Workforce Innovation and Opportunity Act added one new type of applicant for grants under "regular" and one under "disaster." The agency estimates a total of 9 additional grant submissions annually from these categories. In addition, the legislation that authorized the Health Coverage Tax Credit (HCTC) has expired. The tax credit is not available for tax years after 2013. Therefore ETA 9103-4 was removed, as the collection no longer has practical utility for the agency. It accounted for 36 hours in estimated burden by 24 respondents/responses. Thus the responses are now 1,587 and the expected burden 1,084 hours.
