Part B. Collections of Information Employing Statistical Methods
1. Potential respondent universe and any sampling or other respondent selection methods to be used.
The collection is designed as a census of virtually the entire universe of insurance companies that provide single premium annuities. The American Council of Life Insurers (ACLI) distributes the survey forms to insurance companies most, or all, of which are members of the ACLI, and are, or may be, active in the deferred annuity market or the immediate annuity market. According to the ACLI, its members account for 95 percent of all annuity considerations (the payments that policyholders make to insurers to fund annuities; see http://www.acli.com/Tools/Pages/Glossary.aspx). Because this information collection is a census of all, or virtually all, of the relevant universe, sampling methods are not employed. ACLI conducts, as needed, follow-up efforts to encourage responses from insurance companies that do not initially respond.
