DESCRIPTION OF THIS SPECIFIC COLLECTION

1. Intended purpose

The Trauma Center Association of America (TCAA) regularly surveys its members, 350+ trauma centers, on a range of topics. In this case, TCAA will survey their members about their participation in health care coalitions (HCCs) to understand their perception of the Division of National Healthcare Preparedness Programs’ (NHPP) Hospital Preparedness Program (HPP)’s impact, and to gauge their interest in potentially serving as an HPP awardee.

2. Need for the collection

The data collected by the TCAA Survey is needed to substantiate HPP’s impact for the purposes of communicating with stakeholders and responding to various inquiries; as well as to provide NHPP insight regarding trauma centers’ interest in potentially serving as HPP awardees in the future.

3. Planned use of the data

The data will be used to inform:

• HPP presentations, reports, and other stakeholder communications

• NHPP’s responses to various stakeholder inquiries

• NHPP policy proposals and grant administration

4. Date(s) and location(s)

The TCAA Survey is anticipated to be open for response for two weeks starting in January 2018. This is an online survey that can be accessed anytime, anywhere while the survey is open for response.

5. Collection procedures

The survey will be conducted by TCAA and distributed to their member organizations. Each TCAA trauma center will receive a link to complete the survey via the SurveyMonkey online survey tool. Data will be collected by TCAA, and de-identified data will be shared with NHPP.

6. Number of collections (e.g., focus groups, surveys, sessions)

Each TCAA member (352 as of August 2017) will have the opportunity to submit one response to the survey.

7. Description of respondents/participants

This survey will be sent to 350+ trauma centers who are affiliated with the TCAA. Trauma centers are key members of HPP’s health care coalitions (HCCs). HPP provides cooperative agreement funding to 62 awardees to bolster health care delivery system readiness, improve patient outcomes, minimize the need for federal and supplemental state resources during emergencies, and enable rapid recovery. Each awardee has between 1 and 50 HCCs, which are groups of individual health care and response organizations in a defined geographic location. HCCs play a critical role in developing health care delivery system preparedness and response capabilities; and coalition members actively contribute to collective HCC strategic planning, operational planning and response, information sharing, and resource coordination and management. HCC membership spans from trauma centers to emergency medical services to emergency management organizations to public health agencies and beyond.

ASPR has proposed allowing for state- and jurisdiction-level competition for HPP funds in order to permit the federal government to finance the best ideas to improve the nation’s health security. Allowing for state- and jurisdiction-level competition for HPP funding will enable organizations like local trauma centers, state and local governmental public health departments, state and local hospital associations to apply to serve as HPP awardees.

8. Description of how results will be used

The results of this survey will be used to inform and substantiate communications and responses to inquiries from a range of stakeholders regarding HPP’s impact. As described above, the results will also be used to gauge trauma center’s interest in serving as an HPP awardee.

9. Description of how results will or will not be disseminated and why or why not

NHPP may use aggregated, de-identified data in communications (e.g., presentations, talking points, one-pagers, etc.), responses to various stakeholder inquiries (e.g., Questions for the Record, etc.), and stakeholder engagement materials highlighting HPP’s impact, as well as for policy proposals and internal grant administration efforts. TCAA also plans to share aggregated, de-identified summary of the survey results with its members.
