In order to move America toward the
goal of ensuring that every student in every public school has
equitable access to excellent educators, the U.S. Department of
Education (ED) asks each State educational agency (SEA) to submit a
plan describing the steps it will take to ensure that "poor and
minority children are not taught at higher rates than other
children by inexperienced, unqualified, or out-of-field teachers,"
as required by section 1111(b)(8)(C) of the Elementary and
Secondary Education Act of 1965 (ESEA). ED has developed the
document titled State Plans to Ensure Equitable Access to Excellent
Educators; Frequently Asked Questions to assist SEAs with
submitting their State Plans.
This is a new request; there is
a program change increase of 6,032 annual burden hours.
