Bell Operating Companies (BOCs) must
maintain nondiscrimination records on the quality of service,
installation and maintenance with regard to payphone services. This
will prevent BOCs from discriminating in favor of their own
payphones.

This program change is due to a reporting requirement being
eliminated which is now a record-keeping requirement only. For that
