The Office of Human Services Emergency Preparedness and Response (OHSEPR), within the Administration for Children and Families (ACF) seeks to improve the collection and storage of client data and optimize transfer of case files to State, Tribal, or Territorial partners upon Immediate Disaster Case Management (IDCM) program closure. The information collection will serve to optimize services delivered to individuals and households impacted by a disaster. In addition, it will better support State/Tribal/Territorial and Federal planning for disaster survivors' human service needs.

Washington, D.C. 20447 Subject: Emergency Justification for Administration for Children and Families (ACF), Office of Human Services Emergency Preparedness and Response (OHSEPR) to execute the IDCM program The widespread flooding and deadly storms in Texas, Oklahoma, and Arkansas has caused the President to approve Major Disaster Declarations in Texas and Oklahoma. Currently Individual Assistance (lA) has been approved for three counties in Texas and Oklahoma. Damage assessments are currently in progress and more counties may be approved for lA. The Administration for Children and Families (ACF), Office of Human Services Emergency Preparedness and Response (OHSEPR) has an immediate need to prepare for information collection in support of the Immediate Disaster Case Management (IDCM) mission. This effort comes under the federal Disaster Case Management Program (DCMP), which is operated by the Federal Emergency Management Agency (FEMA). ACF's IDCM service will be activated to execute the IDCM mission, if selected by FEMA following a Presidential declaration of a disaster where lA has been approved. IDCM services can help connect individuals with disaster-caused unmet needs with resources and services of multiple agencies. The primary purpose of the information collection pertains to ACF/OHSEPR's goal to quickly identify critical gaps, resources, needs, and service to support State, local and non-profit capacity for disaster case management and to augment and build capacity where none exist. Based on the above, public harm is reasonably likely to result as a result of this unanticipated event, ACF requests to use procedures for emergency processing at Sec. 1320.13 of the PRA Implementing regulation. ACF requests approval by June 19, 2015.
