The Higher Education Act of 1965 , as amended (HEA), established the Federal Family Education Loan (FFEL) Program under Title IV, Part B. Section 493C (20 U.S.C. 1098e) of the HEA authorizes income based repayment for Part B borrowers who have a partial financial hardship. The regulations in 34 CFR 682.215(e)(2) require notifications to borrowers from the loan holders once a borrower establishes a partial financial hardship and is placed in an income based repayment (IBR) plan by the loan holder. The regulations identify information the loan holder must provide to the borrower to continue to participate in IBR plan. This is a request for an extension of the current information collection #1845-0114 since there has been no change to the collection.

This is an extension of the current collection. There is no change to the collection other than an increase in the number of respondents, responses, and burden hours. The adjustment in burden is due to the increase in the number of borrowers who may qualify to participate in IRB and are therefore required to have the notifications sent to them on an annual basis. This extension request includes 2,603,737 additional responses for 208,299 additional burden hours. (Note that for this ICR, the approved burden that was previously assigned to an individuals IC has been reassigned proportionally among the FFEL loan holder types. The reassignment as well as the increase are considered an adjustment. )
