Vessels with Ballast Tanks Entering U.S.
Waters.
OMB Control Number: 1625–0069.
Type of Request: Extension of a
currently approved collection.
Respondents: Owners and operators
of certain vessels.
Abstract: The information is needed
to carry out the reporting and
recordkeeping requirements of 16
United States Code 4711 regarding the
management of ballast water, to prevent
the introduction and spread of aquatic
nuisance species into U.S. waters.
Forms: None.
Burden Estimate: The estimated
burden remains 60,961 hours a year.

Management Agency, as part of its

comment on a revision of a currently
approved information collection. In

SUPPLEMENTARY INFORMATION:
Communities participating in the
National Flood Insurance Program
(NFIP) are required to adopt a
floodplain management ordinance that
meets or exceeds the minimum
floodplain management requirements of
the NFIP. In accordance with FEMA’s
minimum floodplain management
criteria, communities must require that
all new construction and substantial
improvement of residential structures
and non-residential structures have the
lowest floor (including basement)
elevated to above the base flood
elevation, unless, for residential
structures, the community is granted an
exception by FEMA for the allowance of
basements under 44 CFR 60.6(b) or (c).
44 CFR 60.3(c)(2) and (3)(i). New
construction and substantial
improvement of non-residential
structures can also be floodproofed so
that together with attendant utility and
sanitary facilities are designed so that
below the base flood level the structure
is watertight with walls substantially
impermeable to the passage of water and
with structural components having the
capability to resist hydrostatic and
hydrodynamic loads and effects of
buoyancy. 44 CFR 60.3(c)(3)(ii). The
Elevation Certificate and Floodproofing
Certificate is one convenient way for a
community to document building
compliance. Title 44 CFR 61.7 and 61.8
require proper investigation to estimate
the risk premium rates necessary to
provide flood insurance.

In accordance with the
Federal Land Policy and Management
Act (FLPMA), the Federal Advisory
Committee Act of 1972 (FACA), the U.S.
Department of the Interior, Bureau of
Land Management (BLM) Twin Falls
District Resource Advisory Council
(RAC) will meet as indicated below.

SUMMARY:

The Twin Falls District RAC will
participate in a field tour of the Raft
River Geothermal project and the Burley
Sage-Grouse Landscape Habitat
Restoration project. The tour will take
place June 18, 2015. RAC members will
meet at the Burley BLM Field Office, 15
East 200 South, Burley, Idaho 83318 for
a short meeting prior to departing for
the Malta area. The public comment
period will take place from 9:10 a.m. to
9:40 a.m.

Landscape Sage-Grouse Habitat
Restoration project. Additional topics
may be added and will be included in
local media announcements.
