The U.S. Census Bureau is conducting the 2015 Annual Survey of Local Government Finances. Your
response is important. This survey collects information on measures of revenue by source, expenditures
by character and function, indebtedness by term, and cash and investments by purpose for local
governments in the United States. This data provides policy analysts, researchers, and the general public
a more complete and clearer picture of the financial activity of local governments. This data is also the
basis for the Flow of Funds for the Federal Reserve and the National Income and Product Accounts for
the Bureau of Economic Analysis and are important indicators for national economic and public policy by
measuring public activity.
The Census Bureau conducts the survey and requests your voluntary assistance under the authority of
Title 13 U.S.C., Sections 161 and 182. We estimate this survey to take varies between 1 hour to 40 hours
to complete. On the back of this letter you will find disclosure descriptions regarding Office of
Management and Budget number and expiration; authority and confidentiality; and burden estimate
statement. Information provided on this questionnaire compiled from or customarily provided in public
records are exempt from confidential treatment as cited in Title 13, United States Code, Section 9(b).

important. This survey provides measures of revenue, expenditures, investments, and membership for
state and local government employee retirement systems in the United States. As this survey is the only
comprehensive source of information on public employee retirement system finances in the United States,
the information collected serves as an integral part of the foundation for developing national economic
and public policy by measuring public activity.
Your response is critical to ensure the accuracy of these data. These data are used by the Bureau of
Economic Analysis to update the governments sectors of the Gross Domestic Product accounts. The
Federal Reserve Board uses these data in developing the Flow of Funds Accounts. Financial professionals
and analysts monitor these data to assess changes in the investment patterns of public employee
retirement systems. Public policy specialists and economists also use these data in econometric models to
assess general economic conditions of state and local government financial activities.
