SUBJECT: Office of Management and Budget (OMB) Emergency Submission for
Middle East Focus Groups and Survey
•

The Office of the Director, Cost Assessment and Program Evaluation
(DCAPE), is submitting the subject requirement for emergency review and
approval ofthe subject information collection (IC). The information
collection would be initiated at a time of relative peace in Yemen, but this
country has experienced active conflict since April 2015. Recent events
suggest that some stability has returned to the country, as Yemeni
government forces have pushed Huthi rebels out of their strongholds in the
south.

•

This emergency submission is necessary so the information collection can
take place while the potential for civil unrest has diminished. If the
information collection is not approved under an emergency process it will
not only impede the Department's ability to better understand views of
political activism in the Middle East more generally, but would also have a
negative impact on future US government efforts to counter violent
extremism and to identify that factors that dissuade individuals from
supporting violent extremist groups.

The DoD cannot reasonably comply with the normal clearance procedures
under title 5 of the Code ofFederal Regulations (CFR) Act, Part 1320, since
such procedures would delay or disrupt the collection of the information.

The Paperwork Reduction Act submission package and the Statement of
Determination are attached.

As the DoD Clearance Officer, I have reviewed the submission and
determined that it complies with the Paperwork Reduction Act and its
implementing regulation, title 5, CFR, Part 1320, Controlling Paperwork
Burdens on the Public.
