Dear Mr. Mancini:
In accordance with title 5, Code of Federal Regulations (CFR) Act, Part
1320.13, “Emergency Processing,” the Department of Defense requests
emergency processing and approval of a public information collection. The
purpose of this emergency submission is to conduct focus groups and a survey
while the country is experiencing a period of relative stability. The goal of the
project is to better understand views of political activism in the Middle East and,
more specifically, to inform future US government efforts in countering violent
extremism and in identifying factors that dissuade individuals from supporting
violent extremist groups. The Paperwork Reduction Act submission package and
the Statement of Determination have been uploaded into ROCIS.
The Department of Defense cannot reasonably comply with the normal
clearance procedures under title 5, CFR, Part 1320. Complying with the normal
clearance procedures is likely to delay or disrupt the collection of information that
could have a positive impact on national security. The information collection is
essential to the mission of the Department. Given this, the Department is
requesting emergency approval by September 18, 2015.
This Emergency Information Collection Request has been coordinated with
the Office of the DoD CIO.
