Justification for Non-Substantive Change
Background:
The Office of Management and Budget (OMB) approved and renewed revisions to the HA-520 in June 2014. OMB additionally approved non-substantive changes in April 2015 that were in response to the publication of new regulations clarifying the submission of evidence.
The Social Security Administration (SSA) is updating our business process regarding requests for an extension of time to submit evidence or argument. This change requires the addition of language to the HA-520.
SSA will implement the change to the HA-520 upon OMB approval. SSA was not able to add this change to the clearance package for the previous submission to OMB because the new business processes was not yet in place. We need the change immediately to ensure that claimants and representatives have the opportunity to request an extension of time and so SSA can effectively implement its new business process.
Description of HA-520:
SSA made the following changes to the HA-520:
Change 1: Add the following to the bottom of field 4: “ Please grant me an extension of time to submit evidence or argument.”
Justification 1: We are adding this to conform to our new business process.
