The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS) implemented a trawl rationalization program, a catch share program, for the Pacific coast groundfish fishery's trawl fleet in January 2011. Since that time, the Council and NMFS have been addressing implementation issues as they arise, through the public Council process. This is a revision to this information collection related to Proposed Rule 0648-BF11. This proposed rule clarifies the divestiture provisions for entities that exceed accumulation limits, and adds a process by which quota share permit owners may abandon quota shares in excess of the control limit for aggregate nonwhiting holdings to NMFS prior to the divestiture deadline. Permit owners must submit any abandonment request in writing.
