Question Justifications


Form No. 7-2534, Recreation Use Data Report, Part I,

Managing Partners and Direct Managed Recreation Areas


Primary Objectives in accordance with the Recreation Use Data Report:


  1. Background information: The background information questions are intended to gather basic information pertaining to the recreation area. The management agreement and contact information are essential to identification of the recreation area from which data is being gathered. This information will be completed by Reclamation prior to distribution of the form to managing partners.


  1. Recreation/Wildlife Area: The recreation/wildlife area question is intended to describe the total measurement of land in acres and mileage. This question also accounts for the total number of trails, paths, surfaced and non-surfaced roads, and the reservoir shoreline area within a recreation area.


  1. Identify Management Authorities: This information will be completed by Reclamation prior to distribution of the form to managing partners.


  1. Twelve-Month Reporting Period: The twelve month reporting period question is intended to document the timeframe beginning with the day, month, and year the form is being completed and ending with the day, month, and year, exactly one year from the start date. An annual update may include reviewing, researching, and answering each question on an annual basis.


  1. Number of Visitors: Total Number for 12-Month Reporting period: This question is intended to account for visitation within a recreation area on an annual basis.


  1. Season of Operation (Month and day): The season of operation category is intended to indicate the peak seasons and off seasons for the recreation/wildlife area.


  1. Non-profit Organization/Facilities: The non-profit organization/facilities section is intended to identify the organization, authority used to enter into the use authorization, and the type of use provided within the recreation/wildlife area. It is also intended to identify the facilities owned or operated by the non-profit organization.


  1. Inventory of Recreation Facilities, Designated Areas, and Opportunities: The below questions will summarize the purpose of each subsection for question number 8. A response is intended to indicate the total number of facilities, activities, opportunities, or the designation of an area and whether there is drinking water, electricity, and a sewer system. Respondents are required to indicate this information with a DW, E, or S, respectively.


Question (Q) A– Camping: Question A is intended to determine the total number of campgrounds/sites within a recreation area, the various types of camp sites within the area (see page 2 of form 7-2534), and whether there is drinking water, electricity, and a sewer system.

QB – Day Use Areas: Question B is intended to determine the total number of designated day use areas, picnic sites, parking lots, and restroom facilities located within the area. This question is also intended to determine whether there is drinking water, electricity, and a sewer system within the day use area.


QC-Off Highway Vehicles (OHV): Question C is intended to determine the total number of designated OHV areas, rental sites, parking lots, and restroom facilities located within the OHV area. This question is also intended to determine whether there is drinking water, electricity, and a sewer system within the OHV area.


QD-Education/Interpretation/Cultural/Historical Program: Question D is intended to determine the total number of education/interpretation/cultural/historical programs (see page 3 on Form 7-2534 for more detail), whether there is a visitor center, and whether there is drinking water, electricity, and a sewer system.


QE-Horseback Facilities: Question E is intended to determine the total number of horse stable locations and whether there is drinking water, electricity, or a sewer system within this area.


QF-Hunting/Trapping Allowed: Question F is intended to determine the type of hunting/trapping allowed and whether there is drinking water, electricity, and a sewer system within this area. The respondent shall indicate whether the hunting/trapping opportunity exists by marking the “No.” column with the number “1” representing a “yes” answer (see page 3 on Form 7-2534).


QG-Winter Sports: Question G is intended to determine the total number of winter sport rental locations and snow park facilities and whether there is drinking water, electricity, and a sewer system within this area.


QH-Wildlife Viewing: Question H is intended to determine the total number of designated wildlife viewing/fish viewing locations and whether there is drinking water, electricity, and a sewer system within this area.


QI-Other: Question I is intended to determine the total number of “other” sporting activities (see page 4 on Form 7-2534) and whether there is drinking water, electricity, and a sewer system within each identified area.


QJ-Trail Systems: Question J is intended to determine to the total number of trailheads, the amount and type of trail systems using miles, and the total amount of groomed cross country ski trails. This question is also intended to determine whether there is drinking water, electricity, and a sewer system in or around these trails.


QK-Boating: Question K is intended to determine the total number of boat ramps, parking lots, docks, rentals, slips, and related facilities within the boating area. This question is also intended to indicate whether there is drinking water, electricity, and a sewer system within this area.


QL-Lodging, Food Supplies, Fuel, or Other Services: Question L is intended to determine the type and quantity of lodging opportunities, restaurants, cabin/trailer rentals, swimming pools and water parks, vending service locations, convenience stores, and fuel stations. This question is also intended to indicate whether there is drinking water, electricity, and a sewer system within this area.


QM-Fishing: Question M is intended to determine the total number of angular access sites, bait/tackle store locations, fishing guide operations, fishing piers, and fish cleaning stations. This question is also intended to determine whether ice fishing is allowed by marking a “1” for “yes” in the space provided. In addition, this question is intended to indicate whether there is drinking water, electricity, and a sewer system within this area.


QN-Water Sports: Question N is intended to determine the total number of areas designating for water sport opportunities (see page 3 of form 7-2534) and whether there is drinking water, electricity, and sewer systems within these areas.


QO-Use Authorization: Question O is intended to determine the total number of use authorizations per sporting activity, trips, and events; and, whether there is drinking water, electricity, and sewer system within these areas.


QP-Other: Question P is intended to describe any other facility/designated area within the recreation area, which is not accounted for within another section, and whether there is drinking water, electricity, and a sewer system within this area.


  1. Activity Ranking: The activity ranking section is intended to identify and rank the order of the four most popular activities by entering the letter associated with the activity categorized in section 8 above (refer to page 4 on Form 7-2534).


(10) Exclusive Uses: The exclusive uses section is intended to determine whether an exclusive

use occurs within the wildlife/recreation area. If so, this question seeks to indicate the

quantity, type, description, and location of each exclusive use.


(11) Special Use Authorization (Recreation): The special use authorization section is intended

to determine whether a recreation-related use authorization has been issued within the

area. The quantity, purpose, description and location must be specified, if applicable.


(12) Fee Charges: The fee charges section is intended to indicate the daily fee amount per fee

type.


(13) Total Collected Revenues from All Fees: The total collected revenues from all fees

section is intended to account for the total amount of fees charged, per fee type, from section 12.


(14) Concessions: The concessions section is intended to briefly identify the name of the

concessionaire and the major service(s) provided by the concessionaire.


(15) Operations, Maintenance (OM), and Capital Improvement Expenses (CIE): The OM

and CIE section is intended to account for Reclamation and its managing partners’ OM

expenses and CIE expenditures within a 12 month reporting period.


(16) Comments/Notes/Additional Data: The Comments/Notes/Additional Data section is

intended to document additional feedback on specific items within the report, if

necessary.


(17) Preparer’s Contact Information: The Preparer’s Contact Information is intended to

identify the person who supplied the information for the shaded areas of this form.
