NCVS-R: SCREENER COGNITIVE INTERVIEW PROTOCOL

COGNITIVE INTERVIEW PROTOCOL – INTERVIEWER ADMINISTERED

Date:_______________ Time_____ ID #:_____Interviewer Initials:_______________

  1. Introduction

Thank you for taking the time to help us out today. The session will take approximately 1 hour. I’ll give you a little background about what we’ll be doing today.

Westat is working on this project for the Bureau of Justice Statistics. We are interested in how people classify different experiences that may happen to them to help us test questions that may be used on the National Crime Victimization Survey. The NCVS is administered every year nationwide and collects information on victimization. Westat is looking at ways these questions can be improved.

Today, I’ll ask you a series of questions being considered for the NCVS. I’d like you to pretend that I am interviewing you in your home. After you answer all of the questions, we will talk about the answers you gave.

At this stage we are still developing the questionnaire and trying to figure out how to make it as easy as possible for people to understand and answer correctly.

So at any time you should feel free to let me know if:

there are words you don’t understand, or

the question doesn’t make sense to you, or

you could interpret it more than one way, or

if the answer you are looking for is not provided.

After I have asked you the questions, we’ll go back through them so you can help me understand how well the questions are working. In particular, we are trying to find out how people like you go about answering these questions. So, basically, the more you can tell us, the more we will understand about the questions.

This is a research project and your participation is voluntary. You can skip any question and you can stop at any point. We would very much appreciate your permission to audio record this conversation. The audio recording will be used for note-taking purposes only and may be viewed by the project or the BJS staff. It will be destroyed when the project is over. When we are finished, we will give you 40 dollars in gratitude for your assistance. We are interested in everything you have to say and we encourage you to speak openly about the questions and your answers.

  1. Consent Process

Hand the consent form to participant, answer any questions, and obtain consent before continuing. This form contains all of the things I just told you about your rights in this interview. Please read it over and sign both copies if you are willing to take part in the study.

Do you have any questions before we get started?

[Start recorder and get oral permission to record.] It is [DATE AND TIME], do I have your permission to audio record this conversation? ~~~~ Thank you.

Do you have any questions before we get started?

ADMINISTER QUESTIONNAIRE.

Follow-up Probes

DURING THE SESSION – STATE THE QUESTION NUMBER SO ANY OBSERVERS AND THE RECORDING KNOW AT ALL TIMES WHICH QUESTION IS BEING ASKED.

IF RESPONDENT ASKS A QUESTION OR HAS A PROBLEM WITH A QUESTION AS YOU ARE ASKING IT, PROBE IMMEDIATELY TO UNDERSTAND THE NATURE OF THE PROBLEM, AND THEN INFORM R THAT YOU WILL FOLLOW UP MORE ON THIS AFTER YOU HAVE FINISHED ASKING ALL OF THE QUESTIONS.

EXAMPLE PROBES

  • You seemed to have taken a long time to answer that question. Can you tell me what you were thinking about?

  • What part of the question doesn’t make sense to you? Tell me more.

GENERAL PROBES TO ASK AFTER COMPLETING THE QUESTIONNAIRE:

A.1 What were your overall reactions to the series of questions I just asked you?

A.2 I am interested in both what worked well and what didn’t work well with the questions.

    • What did you like about the questions?

    • What didn’t you like about the questions?

A.3 What time period were you thinking about as you answered the questions?

  • (IF NOT 12 MONTHS) Tell me more about why you were thinking about that time period.

  • How easy or difficult was it to remember what happened to you in the past 12 months?

  • At the beginning, you were asked to think about what might have been going on in your life 12 months ago. Did this help you to think about things that happened to you over the past 12 months? Explain.

    • Did this help you to make sure you were excluding things that might have happened before that date? Explain.

  • At the end, I reminded you of the events that you had mentioned at the beginning of the interview. What did you think of being reminded about that as a way to help you figure out if you had forgotten anything else that might have happened to you in the past year?

A.4 How well did the questions capture the different types of crimes people might have experienced in the last 12 months?

  • IF RESPONDENT SAID YES TO ANY OF THEM: How well did they capture what happened to you in the last 12 months? What makes you say that?

A.5 What did you think about the overall flow of the questionnaire?

  • (VERSIONS 1 AND 2) What did you think about being asked some follow-up questions each time you reported an incident?

    • We are trying to figure out if respondents would prefer to be asked a few questions about each incident as soon as you report it, or if it makes more sense to ask all the main questions first, and then later ask for details about each one. Which way makes it easier for you to remember what happened to you? (Explain)

    • What did you think about the follow-up questions you were asked about each incident? Were there other key questions you thought we’d be asking you?

  • (VERSIONS 3 AND 4) We are trying to figure out if respondents would prefer to be asked a few questions about each incident as soon as you report it, or if it makes more sense to ask all the main questions first, and then later ask for details about each one. Which way makes it easier for you to remember what happened to you?

Introduction

  • We are trying to figure out if it’s helpful to provide an overview of the types of incidents that we’ll be asking about. What are your thoughts about this introduction?

  • How well did these categories fit with what happened to you?

  • Were any of the categories confusing or unfamiliar to you?
