INTRO1. The questions will ask about things that happened to you in the past 12 months. First,
can you think of anything that happened that was important to you in (ANCHOR

INTRO2. This survey will cover the following types of things: theft; break‐ins; deliberate
damage to your property; physical attacks against you, personally; unwanted sexual contact;
being followed or stalked; being cheated out of something; and having your identity stolen.
For each topic, I’m going to ask several questions. We find that this helps remind people of
things they might not think of. I’m going to ask you to say yes or no after each question.

Westat is working on this project for the Bureau of Justice Statistics. We are interested
in how people classify different experiences that may happen to them to help us test
questions that may be used on the National Crime Victimization Survey. The NCVS is
administered every year nationwide and collects information on victimization. Westat is
looking at ways these questions can be improved.
Today, I’ll ask you a series of questions being considered for the NCVS. I’d like you to
pretend that I am interviewing you in your home. After you answer all of the questions,
we will talk about the answers you gave.
At this stage we are still developing the questionnaire and trying to figure out how to

questions in a national household crime survey. We are looking for individuals who have been a
victim of a crime or an attempted crime within the past 12 months. The in-person interview will

Consent to Participate in an Interview
Purpose: We are inviting you to participate in a research activity. The research involves answering
survey questions about crimes you may, or may not have experienced. You will then be asked how
you came up with your answers or how you understood the questions. The feedback will help us
develop recommendations for improving the survey questions.
Sponsorship: Westat is conducting this project on behalf of, and funded by, the Bureau of Justice
Statistics (BJS).
What is involved: We will be asking you to answer a series of questions about different types of
crimes, and then will ask you for feedback about those questions. Your participation in this research
project is voluntary, and you have the right to stop at any time or to refuse to answer any question.
The session will take approximately 60 minutes.
Confidentiality: We would like to record the interview. Sometimes it is helpful to review a
portion of a recording as we make recommendations for improving the survey. If the recording is
reviewed later, it will only be by a few Westat staff and possibly the client (BJS).
You will never be identified by name. The things you say may be put in a written summary of this
discussion, but there will be no way to identify who said what, and your name will not be used
anywhere.
Risks: The only cost to you is the time and effort to review and answer questions. You may skip
any question that you do not want to answer, both in the questions we present to you and in the
discussion afterwards. The information you provide will be treated as confidential to the full extent
allowed by law. The recordings will be destroyed within 3 months of the end of the study.
