Understanding Barriers and Facilitators to HIV Prevention, Care, and Treatment for Persons
Living with HIV (PLWH). RSS is conducting this qualitative study to examine factors that make a
cohort of 80 MSMs living with HIV follow treatment or not, and adhere to treatment or not. The
study includes also 20 additional respondents, all sero-discordant partners of the study MSMs.
Interviews will take place in 5 cities, and will be followed with coding and analysis of the qualitative

Evaluation of the Centers for Working Families (CWF) Initiative in Chicago. The Center for
Working Families works to improve the financial well-being of low-to-moderate income

the data collection process, including questionnaire design, recruiting, phone interviews, and

to reduce poverty in the areas of intervention. The impact evaluation entails creating survey
instruments, overseeing data collection and implementing an impact evaluation to assess the effect

MCC-Burkina Faso and Senegal Roads Impact Evaluation. The Millennium Challenge Corp.
(MCC) through the Burkina Faso and Senegal Compacts is funding an impact evaluation of Road
Projects designed to improve access to agricultural markets by upgrading primary and rural road
segments, reduce travel time to markets, and reduce vehicle operating costs. The impact evaluation
entails creating survey instruments, overseeing data collection and implementing an impact

Evaluation of the Safer Return Program. RSS conducted a longitudinal survey with formerly
incarcerated persons (or FIPs) returning to the community of Chicago’s East Garfield Park who
signed up for Safer Return and a comparison group returning to West Englewood. Interviews were

conducted with 300 male FIPs upon prison release, again at 4 months from release, and a third wave
at 16 months. At each of these two milestones, interviews with a family member of the participant

Community Action for Child Health Equity – CACHE (RSS). Co-investigator on an NICHD grant
for a study on health disparities in perinatal outcome and infant and childhood mortality and

fathers and collection of biomarkers. RSS obtained the highest response rates of 5 sites nationwide

focus group studies with similar populations. 2007-2008.
1) Client Preferences Study: focus groups study in Tulsa, Hartford, New York City and Chicago for
the Center for Economic Progress, to assess preferences for services and programs for free taxpreparation services’ clients at asset building community-based organizations. 2) The Role of
Insurance in Asset Building and Asset Protection: focus groups in Chicago for the Federal Reserve
Bank of Chicago to assess how insurance, assets and savings function for low and moderate income
households. 3) Serving the Underbanked and Unbanked: focus groups in Chicago and Milwaukee
for private bank to test services to better serve the needs of this population. 4) Immigrants and Cash
Utilization: focus group study for the Federal Reserve Bank of Chicago to learn about cash use
among Latino immigrants.
Scarborough E-Diary Evaluation. (RSS) A study consisting of telephone in-depth interviews with
persons who filled out a paper and an online TV diary, to assess problems and issues in using the ediary. May-December 2007.
Job Corps Survey National Data Collection Project (IMPAQ). The data collected from this survey
will be used by Job Corps to measure program effectiveness. This data will be used to meet the
federal and legislative accountability requirements, to assess Job Corps centers’ and Job Corps
operating agencies’ and contractors’ accomplishments, and to provide useful and relevant feedback
on performance, while encouraging continuous program improvement. Responsible for
development and oversight of telephone survey operations at IMPAQ’s 50-station call center for this
study that conducts over 30,000 telephone interviews per year. 2006-pres.
New Trier Township Youth Needs Assessment. (RSS) A study to examine issues affecting young
people in this Chicago area suburban region. Responsible for conducting key informant interviews,

cognitive interviews to assess comprehension of brochures and letters used by the US Census Bureau

Combating Child Labor Through Education - Republic of Turkey
IMPAQ provided technical assistance to the Government of Turkey in support of eliminating the
worst forms of child labor in Turkey, helping raise awareness of the importance of education for all
children; encouraging working children and those at risk of working to attend school; strengthening
national institutions and policies on education and child labor; and ensuring the long-term

Parental Involvement in Comprehensive School Health Programs. (RSS) A study to evaluate the
level of PTA and parental involvement in school health programs. Data collection consisted of a
mail survey of 1500 school principals and 2500 PTA local unit leaders. Design, implementation,

Project on Human Development in Chicago Neighborhoods. (Harvard) A study of the personality,
family, and community factors that interact in the development of children to foster both pro- and
antisocial behavior. PHDCN identified and followed a cohort of over 6000 children and youth. It
was funded by the National Institute of Justice, the John D. And Catherine T. MacArthur

Evanston Public Library Latino Outreach Project. (RSS) Focus group study sponsored by the
Illinois Library Assoc., to evaluate the needs of the Evanston, IL, Latino population and determine

National Longitudinal Surveys/1996 Youth Cohort (NLSY 96). (NORC) A longitudinal study of the
labor force behavior of a sample of 12,000 American youth (12 to 17 year-olds at selection), with
minority oversamples and an additional sample of 18 to 23 year to receive the ASVAB and Interest
Finder instruments. The study was funded by the U.S. Department of Labor. Project Manager, 1995.
Chicago Health and Social Life Survey. (NORC) A study of 2200 men and women in the Cook
County area. The study examined sexual behavior patterns of adults, aged 18 to 59. The study was
conducted for Drs. Edward Laumann, John Gagnon, and Robert Michael of the University of
Chicago, with sponsorship from the National Institute for Child Health and Human Development.

Social Support Antecedents: Prevention and Mental Health. A three-wave longitudinal study of 200
couples in the area of Baltimore, MD, in which one of the partners became unemployed. The study
examined which characteristics of couples are related to coping successfully with a job loss.
Respondents completed self-administered booklets, and were videotaped in couple interactions. The
study was conducted for Drs. Robert Caplan and George Howe at George Washington University,
and was sponsored by the National Institute of Mental Health. Project Director, 1992-1994.
Survey of Consumer Finances. (NORC) A national study of the financial characteristics of U.S.
households covering a wide range of topics including household income, assets, debts, pensions, and
the use of financial institutions. The SCF was sponsored by the Federal Reserve Board. (Project

Study of the Family Independence Project in Washington State. (NORC) A welfare demonstration
designed as an alternative to (AFDC). Evaluation surveys were conducted in 1990 and 1991 for The
Urban Institute. The surveys examined the effects of cash benefits on: household non-food
expenditures, household food expenditures, food use, nutrient availability, food shopping patterns,
reliance on supplementary sources of food, recipients' experience with and attitudes towards
alternative forms of food assistance, and the utilization and effectiveness of the Transitional Benefits

NLS Child Supplement. (NORC) This survey of all the biological children of the mothers in the
NLS/Y sample (described above) was funded by the National Institute of Child Health and Human
Development. Data collection in the mothers' homes, included cognitive tests and measures of
self-perception. Supervised translation of mother's and child's questionnaire into Spanish, 1986.
Project Director, 1988, 1990, 1992, 1994.
Citizens' Social and Political Participation in America. (NORC) A study of factors leading
individuals to social and political participation. This was a survey of 2,500 men and women screened
through telephone random digit dialing, with oversamples of Blacks and Hispanics. The study was
conducted by NORC with funding from several foundations including National Science Foundation.
Project Director, 1989-1990.
Non-shared Environment in Adolescent Development. (NORC) A longitudinal study of 700 families
with two same-gender children, ages 10 to 19, conducted by NORC for the NIMH, under
subcontract to George Washington University. The study examined which aspects of an adolescent's
behavior and level of competence are influenced by genetic factors and which are influenced by
family interactive processes. A particular focus of the study was the source of problem behavior
among juveniles and juvenile depression. Families were interviewed twice within a two-week
period, videotaped, and given a vocabulary test. The Principal Investigator was David Reiss, MD, of
George Washington University. Co-principal Investigators were Robert Plomin of Penn State

University, and E. Mavis Hetherington of the University of Virginia. Project Director, 1989-1990,
and 1992.
National Study of Health and Sexual Behavior. (NORC) Funded by NICHD, CDC, the NCHS,
NIMH, and the National Institute on Aging, this project sought to develop the content and strategy for
a large-scale national survey of adult sexual behavior in the US. PI: Prof. Edward Laumann of the U.
of Chicago. Co-PIs: John Gagnon (SUNY-SB), Robert Michael and James Coleman (U. of Chicago).
Responsible for designing and conducting focus group research to assess minorities' reactions to the
survey. 1988-1989.
Soviet Interview Project. (NORC) A study of life in the Soviet Union as reported by 600 emigrés
who arrived in the U.S. between 1982 and 1985, and by 1,100 who arrived between 1979 and 1982.
Responsible for the day-to-day management of the survey, including such tasks as questionnaire
development, field materials development, the field work, the coding of the questionnaires and other
survey documents, and the locating, validation and retrieval tasks. The Soviet Interview Project was
sponsored by the National Council for Soviet and East European Research. Associate Project
Director. 1985-1986.
Survey of Absent Parents. (NORC) A pilot study of pairs of custodial and absent parents, designed to
establish a profile of programmatic and parental characteristics affecting payment of child support.
Responsible for development of questionnaire and training materials, and supervision of field
activities. The Survey of Absent Parents was sponsored by the Department of Health and Human
Services, 1985.
Air Force Organizational Impact Assessment. (NORC) A study of the potential impact of increasing
the number of women in the Air Force. A self-administered survey of 14400 men and women
stationed in 30 USAF bases around the world. Responsible for preparation of field materials and
supervision of fieldwork in various areas of the country. This study was sponsored by the U.S. Air
Force, 1984.
