USCIS is transitioning to a new system called the Electronic Immigration System. As of September 20, 2015, Form I-131 has been removed from the Legacy e-Filing system and it will not be available immediately in the Electronic Immigration System, but there are plans to add it in the future.
USCIS updated the public website on August 24, 2015 to provide guidance to applicants regarding the discontinuation of Legacy e-Filing; the information can be found at http://www.uscis.gov/uscis-elis/uscis-discontinues-legacy-e-filing-system.
