In accordance
with 5 CFR 1320, the information collection is approved for 6
months as an emergency clearance to meet Consolidated Farm and
Rural Development Act requirements. If USDA/RHS decides to continue
use of the collection past the approved emergency clearance time
period, it must resubmit an ICR to OMB under the normal PRA
clearance process. This includes addressing any public comments
received in response to the related FR notice. In addition,
USDA/RHS is prohibited from using the new Form 3570-4, referenced
in the supporting statement, during this emergency clearance time
period.

The Community Facilities Technical
Assistance and Training (TAT) is a competitive grant program which
the Rural Housing Service (RHS) administers. Section 6006 of the
Agriculture Act of 2014 authorized grants be made to public bodies
and private nonprofit corporations (including Indian Tribes) that
will serve rural areas for the purpose of enabling the grantees to
provide to associations technical assistance and training with
respect to essential community facilities authorized under Section
306(a) (1) of the Consolidated Farm and Rural Development Act (7
U.S.C. 1926(a)). Grants can be made for 100 percent of the cost of
assistance.
To implement this new
grant program including the associated notice of solicitation of
applications authorized under Section 6006 of the Agricultural Act
of 2014 ( 2014 Farm Bill), the collection of new information and
new form must be submitted to the agency before May 15, 2016, in
order to obligate new grants prior to June 30th. The normal
clearance procedures and consideration of any comments received
will prevent applicants from submitting and the processing of
applications before the deadline.
This is a new collection. RD is
requesting emergency approval from OMB for this new program created
under the 2014 Farm Bill. There are no changes to an existing
regulation.
