The BLM is proposing a rule that would update standards to reduce wasteful venting, flaring, and leaks of natural gas from onshore wells. The proposed rule would apply to Federal and Indian (except Osage Tribe) oil and gas leases. The proposed information collection activities would address well completions, production tests, well purging, gas conservation plans, storage vessel and tank emissions, pneumatic devices, and leak detection and repair.

The program changes are part of updating the standards to reduce wasteful venting, flaring, and leaks of natural gas from onshore wells.
Some provisions of the proposed rule would involve new uses of Form 3160-5, Sundry Notices and Reports on Wells. In addition, one provision of the proposed rule would require submission of information that would accompany (but not be part of) Form 3160-3, Application for Permit to Drill or Re-enter. Both of these forms are authorized by Control Number 1004-0137 (expiration date: January 31, 2018). The estimated burdens for these proposed provisions are in addition to, and do not duplicate, the estimated burdens of Control number 1004-0137.
