Payment data will be collected from
vendors doing business with the Federal Government. Treasury/Fiscal
Service will use the information to electronically transmit
payments to vendors and financial institutions.
Since the form is on line,
there is no cost to order forms. The reduction of burden hours is
due to electronic initiatives like the System for Award Management
(SAM) which allows for one-time, government-wide enrollment for
procurement and finance. Among other required data, SAM collects
bank account information that is needed to generate electronic
payments. This database minimizes the need to collect payment data
from registered vendors using the SF 3881 and significantly reduces
the burden of collecting banking data on an SF 3881.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
