RFS2 Renewable Fuel Producers Reporting Fuels for 80.1451(b)(1)(ii)(T) (RFS1400): Instructions for Completing

Who must report

• RFS2 Producers of renewable fuel required to submit additional information under 80.1451(b)(ii)(T). Specifically, any producer generating RINs for renewable fuel that is NOT one of the following types:

  • Ethanol

  • Biodiesel

  • Renewable Gasoline

  • Renewable diesel that meets ASTM D 975-13a Grade No. 1-D or No. 2-D specifications

  • Renewable CNG or LNG

  • Renewable Electricity

Reporting requirements

• Enter a separate report line for each distinct fuel type.

• Required fields and NA values – Certain report fields or parameters may be specific to select product types. If a report field does not apply to the reported batch, enter the value “NA”. Do not leave the field blank.

Reporting deadlines

• Producers shall report on a quarterly basis:

9	Foreign Renewable Fuel Producer Company ID		AAAA; Character. If the renewable fuel was produced by a foreign renewable fuel producer and imported into the United States where RINs were subsequently generated by a separate RIN Originator, enter the EPA assigned four-character ID of the foreign renewable fuel producer. Otherwise enter “NA”.
10	Foreign Renewable Fuel Producer Facility ID		AAAAA; Character. If the renewable fuel was produced by a foreign renewable fuel producer and imported into the United States where RINs were subsequently generated by a separate RIN Originator, enter the EPA assigned five-character ID of the foreign renewable fuel producer facility. Otherwise enter “NA”.
11	D-Code		A; Character. Enter the single digit identifier of the D-code representing the type of renewable fuel. The D-codes are: 3: D3 fuel categorized as cellulosic biofuel 4: D4 fuel categorized as biomass-based diesel 5: D5 fuel categorized as advanced biofuel 6: D6 fuel categorized as renewable fuel 7: D7 fuel categorized as cellulosic diesel
12	Fuel Type		AAA; Character. Enter the two or three character code representing the renewable fuel.
