Title 10 of the Code of Federal Regulations (10 CFR) Part 30 establishes requirements that are applicable to all persons in the United States governing domestic licensing of radioactive byproduct material. The application, reporting and recordkeeping requirements are necessary to permit the NRC to make a determination whether the possession, use, and transfer of byproduct material is in conformance with the Commission's regulations for protection of the public health and safety.

The overall burden has decreased by 28,706 hours from 302,697 hours to 273,991 hours. This includes a decrease of 7,524 hours of NRC licensee overall burden (from 40,327 hours to 32,803 hours) and a decrease of 21,182 hours of Agreement State licensee overall burden (from 262,370 hours to 241,188 hours). Based on the NRC’s estimates, the total number of licensees has decreased by approximately 1,503 from 22,091 to 20,588. There was a reduction in the number of NRC licensees, which decreased from 2,959 to approximately 2,600. The decrease in NRC license numbers may be attributed to natural fluctuations in the needs of businesses and other entities in NRC jurisdiction. The ratio used to estimate Agreement State respondents changed from 6.5 to 6.9 and the estimated number of Agreement State licensees decreased from 19,132 to 17,988. The ratio changed because the difference in the number of NRC licensees versus Agreement States licensees has increased. The overall decrease in the number of licensees is tied to a corresponding decrease in the number of expected responses for various sections, resulting in an overall decrease in the burden hour estimate. Additionally, recently, many security-related orders were rescinded for NRC licensees due to the implementation of 10 CFR Part 37 “Physical Protection of Category 1 and Category 2 Quantities of Radioactive Material” resulting in a decrease in burden accounted for under 10 CFR 30.34(e) for NRC licensees. The security-related orders currently remain in place for Agreement State Licensees. The burden attributed to third-party disclosures increased by 14,758 hours (from 0 hours to 14,758 hours). This change is due to more accurately accounting for third-party disclosure burden (formerly some of this burden had been accounted for under recordkeeping burden). There was a change in the overall cost because the hourly rate increased from $273 to $279.
