This collection of information implements RUS policies and procedures for settlement of debt owed by electric borrowers. This collection requires only information essential for determining the need for debt settlement; the amount of relief needed; amount of debt that can be repaid; scheduling of repayment; and, opportunities for enhancing the amount of debt that can be recovered.

The number of respondents and responses remain at one; however, there is an agency adjustment of a 50 percent reduction of burden hours from 2,000 to 1,000. The program reduced the burden hour estimate after a review of the complexity of recent restructuring under the regulation and on the size of borrower and the complexity of restructuring of the settlement that are anticipated to occur in the collection period. The borrowers estimated to seek debt resettlement serve a much smaller service area and have operating systems much less complex than borrowers during past collection periods. The agency adjusted the burden hours based on the analysis of borrowers and complexity of restructuring anticipated to occur.
