Industrial Base Surveys and Assessments
Overview: Bare Printed Circuit Board Manufacturers Survey
The Bureau of Industry and Security (BIS), Office of Technology Evaluation, in coordination with
the U.S. Department of the Navy, Naval Surface Warfare Center, Crane Division (NSWC Crane) is
conducting an assessment of the U. S. industrial base for manufacturing bare circuit board products.
The Secretary of the Navy is the Defense Department Executive Agent for printed circuit board
technology and NSWC Crane is the Executive Agent technical lead for circuit board and
interconnect technology. NSCW Crane provides acquisition engineering, in-service engineering,
and technical support for censors, electronics, electronic warfare, and special warfare weapons.
The principal goal of this study is to assist the U.S. defense community in understanding the health
and competitiveness of organizations manufacturing bare printed circuit boards for commercial and
U.S. Government applications at U.S. facilities. Information collected will include government and
commercial revenue, financial and operational health, employment and skills, production capacity,
research and development, unique capabilities and technologies, and other topics. The resulting
data will help U.S. Government stakeholders identify specific issues and challenges facing the
industry and allow for improved strategic planning, technology roadmaps, targeted outreach, and
collaborative problem resolution.
Approximately 238 organizations representing all aspects of this sector are receiving this survey.
Your participation is vital to ensure a comprehensive dataset for the assessment. BIS has worked in
successful partnership with other U.S. industry sectors and we anticipate similar cooperation from
your organization on this effort.

The information collected from all survey respondents may be used publicly in aggregated form, but
at no time will such reporting identify your specific organization. All information submitted to BIS
is protected as Business Confidential under provisions of the Defense Production Act (DPA) of
1950, as amended. Survey responses are also exempt from Freedom of Information Act (FOIA)
requests.
