10. Abstract

The Bureau of Industry and Security (BIS), Office of Technology Evaluation (OTE) is conducting an assessment of the U.S. industrial base for
manufacturing textiles, apparel and footwear products. This assessment is being conducted at the request of the U.S. Congress and will update a similar
BIS survey and assessment conducted for Congress in 2003. The primary goal of the study is to assist the Congress in understanding the health and
competitiveness of organizations manufacturing textiles, apparel and footwear for commercial and U.S. Government applications at facilities located in
the United States. The OTE survey is designed to provide detailed information on the following topics including: employment, production, competitors
and customers, supply chain, financial information, research and development, effectiveness of the Berry Amendment, cyber incidents and future
industrial challenges. The resulting aggregated database will allow OTE to benchmark industry performance and trends, identify key sole source
dependencies and interdependencies within the supply chain network, as well as raise awareness of diminishing domestic manufacturing and
technological capabilities.
