Overview: Industrial Base Assessment:
The U.S. Rocket Propulsion Industry
The U.S. Department of Commerce (DOC), Bureau of Industry and Security (BIS), Office of
Technology Evaluation, in coordination with the U.S. National Aeronautics and Space
Administration (NASA), Marshall Space Flight Center (MSFC) is conducting a survey and
assessment of organizations responsible for the development, production, and sustainment of
products and services supporting both U.S. Government (USG) and commercial propulsion-related
systems.
The principal goal of this assessment is to gain an understanding of the supply chain network
supporting the development, production, and sustainment of products and services supporting both
USG and commercial propulsion-related systems. This effort will identify interdependencies
between respondents, suppliers, customers, and USG agencies while also benchmark trends across
many tiers of the propulsion industrial base. Over the longer term, the USG will be better informed
to develop targeted planning and acquisition strategies to ensure the availability and security of the
propulsion supply chain.
Approximately 400 propulsion-related organizations are receiving this survey and will have 30
calendar days to respond-in-full upon receipt of their notification letter. Your response is vital to
not only ensure a comprehensive data set for the assessment but to also aid the USG’s ongoing
support of domestic propulsion-related manufacturing and service capabilities. BIS has worked in
successful partnership with several other U.S. industry sectors and anticipate similar cooperation
from your organization on this effort.
Legal Protections and Requirements
The information collected from respondents may be used publicly only in aggregated form but at no
time will such reporting identify specific organizations by name. All information submitted to BIS
is protected as Business Confidential under provisions of the Defense Production Act (DPA) of
1950, as amended (see 15 CFR Part 702). Survey responses are also exempt from Freedom of
Information Act (FOIA) requests.
