Industrial Base Surveys and Assessments
Overview: Industrial Base Assessment: Use of Select Software in
U.S. Information Communication Technology
The Bureau of Industry and Security’s Office of Technology Evaluation (OTE) is conducting an
industrial base survey and assessment of select software by Information Communications
Technology (ICT) Manufacturers and Resellers. This study is being conducted at the request of both
the U.S. Department of Homeland Security’s National Protection and Programs Directorate
(NPPD), now part of the Cybersecurity and Infrastructure Security Agency (CISA), and the U.S.
Department of Defense’s Deputy Chief Information Officer for Resources and Analysis (DCIO
R&A).
The principal objective of this joint effort is to gain a comprehensive understanding of the domestic
ICT supply chain’s use of select software in private, public, and federal information network
systems. The resulting aggregate data and subsequent analysis will allow industry representatives
and government officials to monitor trends, benchmark industry performance, and raise awareness
of potential issues of concern surrounding use of select software.
Approximately 1,000 ICT affiliated companies and organizations are receiving this survey. Your
participation is vital to ensure a comprehensive dataset for purposes of conducting the assessment.
BIS has partnered successfully with several other industrial segments and we anticipate similar,
mutually beneficial cooperation and outcomes from your organization on this effort.
Legal Protections and Requirements
The information collected from survey respondents may be used publicly only in aggregated form,
meaning at no time will such reporting identify your specific organization by name nor disclose
proprietary information. All information submitted to BIS is protected as confidential under
provisions of the Defense Production Act (DPA) of 1950, as amended. Survey response
information, including your participation in the data collection, is exempt from Freedom of
Information Act (FOIA) requests.
