Abstract: A nonsubstantive change is requested to provide a copy of the paper instrument that includes some questions added to aid in the skip patterns that were part of the web programming for the web instrument. There are no new questions, they just reflect the embedded skip patterns and some minor wording changes were made to both the web and paper versions for consistency purposes. The Bureau of Justice Statistics (BJS) proposes to implement the 2016 Body-Worn Camera Survey Supplement (BWCSS) to the Law Enforcement Management and Administrative Statistics (LEMAS) survey. The core LEMAS survey collects data from a nationally representative sample of state and local law enforcement agencies in the United States. It was last conducted in 2013, and captured basic descriptive information about law enforcement agencies (LEAs) as well as number of full-time and part-time sworn and non-sworn personnel in each agency. The proposed BWCSS supplement will examine the extent to which body-worn cameras have been considered, acquired, and/or implemented in state and local law enforcement agencies in the United States. The BWCSS will examine reasons for acquiring cameras (or not), alternate means of documenting officer-citizen interaction, policies and procedures surrounding camera use and handling of the resulting video files, and any obstacles to camera acquisition and use. It will include items that are relevant to all law enforcement agencies – regardless of whether the responding agency has acquired or has considered acquiring body-worn cameras.
